The right to education is one of the fundamental rights of the children.
The system of formal education is aimed at transferring knowledge and life skills to all children and teenagers in schools. The skills represent means of using the knowledge in actual life situations and specialists agree on considering creativity and innovative spirit among the life skills that help and protect young people against unemployment, social exclusion and poverty.
The importance of respecting and assuring the right to education as a matter of fact is supported by the central role played by education in knowing and becoming aware of one's civil rights; a civic attitude implies recognizing and taking actions against any forms of infringement of the civil rights.

nt, child abuse, trafficking in human beings, forced labor or exploitation for sexual purposes are some of the worst forms of breaking fundamental child rights; the victims and high risk groups come mainly from categories with lower education.
The Report noticed the positive developments in the education system: a non-discriminatory and inclusive approach, and supporting the educational needs of the Roma children through increasing the number of specialized teachers, encouraging parents' participation and improving school curricula. Many of these measures are included in the National Strategy to Improve the Situation of the Roma Population.
The issue of poverty and social inclusion in comprised in the Joint (Romania EU) Memorandum on Social Inclusion (JIM), that identifies the relevant policy responses to promote social inclusion and address the major challenges faced by the Romanian society: children aged 18 who are leaving state care institutions, Roma minority, supporting young people on the labor market.
In Romania there is a significant percent of integrated gypsies at least at normative and functional level at this moment . The best integrated are the members of the intellectual and economic elite, but also the ones with a medium level of preparation or modern jobs who have a satisfying level of social integration. The factors that can and must have a decisive role in the improvement of the process of functional integration process for gypsy’s community into the “intercultural” society of the third millennium are:
- the educational system;
- mass-media,
- social assistance and the decisive factors to the governmental level.
They all have the duty to elaborate a coherent politics regarding all ethnic minority from Romania- who respects in the same measure the rights of all minorities and the exclusion and prevention of the racist and discriminative manifestations.
