In some of the countries in the world, liberty is a concept that many people have dreamt of for a long period of time. These persons have been subjected to lifestyle with no freedom at all. They could not do what their heart desired, unless it was in the political interest of the leaders in that particular state.

My country is no exception to this. I remember my parents' desperate, but silent thirst for liberty and I also remember all the bad things that came along with not respecting the limits that the government at that time had imposed to the people.
I was still very little back then, but I cannot imagine what my life would be now if the political regime had not changed for the better.

Political philosophies proposed two different concepts of liberty. The individualist ones link liberty to the freedom of the individual from any kind of compulsions. The socialist perspective, on the other hand, considers liberty as the equal distribution of power. The difference between these two concepts consists in two opposite forms of liberty: positive liberty and negative liberty. While positive one refers to the right to exercise civil rights, the negative liberty implies that a person is being kept safe from tyranny and the random exercise of authority.

Another thing to pay attention to is the fact that the positive liberty makes a difference between a government providing positive liberty to its citizens and a government presuming to make their decisions for them. In a democracy, the government does not ignore the wishes of the people. Democracy is the one to guarantee equal rights to education and employment. In addition to that, discrimination must not be practiced by a government upholding a positive liberty.

The philosophical approach states that morality must take the place of tyranny, no matter the form of government that a country might have. Should this change fail, disorder and regression are all that the people are left with in such a society.
Therefore, both the government and the people hold the responsibility for maintaining the principles of a positive liberty in a country.
