William the Conqueror had governed England and Normandy by travelling from one place to another to make sure his authority was accepted. The king's household was the government and it was always on the move. Kings were crowned in Westminster, but they kept their treasuries in Winchester. When their kingdom grew up, they sent nobles and knights to act as sheriffs. But the system needed people who could administer taxation, justice and carry out the king's instructions. This administration had its place in Winchester, but during the reign of Edward I it moved to Westminster.

The king was responsable for law and justice. During the Norman conquest lords had authority on their lands. Local churches were very different from the ones the king had to deal with. The XIII th century brought a new movement, the brotherholds of friars.

Eventhough life was very hard during those days, the population grew up. They were poor and most of them had no land. They wanted more land for farming but the agricultural skills improved little during this period. The towns developed during this period due to the trade. Normans built new towns like: Newcastle, Lynn, Boston. The most important industry was that of wool. By 1250 most of England's towns were established. The king gave them " charts of freedom " for a part of their profit. The towns were ruled by merchants. It was the beginning of the Middle Class and a capitalist economy. Society was controlled by "guilds".
In what concerns education, some schools were grammar ones, independent of the Church and others were attached to a cathedral. They used Latin as a language for study. In the XII th century Church took a lead in the intellectual movement with the fondation of Cambridge and Oxford Universities, the " intellectual leaders of the country.
