The early days of the contemporary era have been characterized by changes within the attitude of the community towards the so-called people with special needs. Within groups of people with special needs, those facing mental or physical problems represents a particular entity which needs special and complex socio-psycho-pedagogical assistance. It is worth mentioning that the term “special educational needs” has been recently introduced and gained importance, especially after the publication of the documentation resulted from the International Conference concerning Special Education, which took place in 1994, in Salamanca, Spain – generically entitled “Access and quality”.
Exigencies and requirements of special education cannot and should never be seen as isolated. They should always
be part of a global educational strategy. One of children’s fundamental rights is to be supported through maximal exploitation of personal capabilities, which represents the criterion for equal chances to education and can never be achieved unless special attention is paid, but not in an isolated environment.
Eventually, special educational needs refer to the support given to children, in order to confront and over difficulties they face, which represent obstacles in the process of social adaptation. Special education is therefore adapted and destined to those children who do not succeed (or is unlikely that they will ever succeed) to reach different levels in the regular educational structures, which are set in full accordance with age.
Principles of special education are concerned with:
1. Guaranteeing the right to proper education for every child
a. Children have the right to study together, no matter the difficulties/differences between them.
b. Every child is unique and has his own capacity for learning and evolving, from the educational pint of view.
c. School and community guarantee equal chances and access to education for all children.
2. Providing specialized assistance adapted to the special needs of children facing different handicaps
a. Different kinds and forms of education should closely relate to the general scope of the educational process, its general and specific objectives, as well as the final target that is aimed.
b. Educational programmes should always include complex activities.
Therefore, inclusive education/school stands for the terminological formula identified to strongly affirm the necessity of reforming regular educational activities, the educational system, in general, in order to provide a better reaction to the “one society for all people” desideratum. Probably the most important goal of inclusive education is giving support for maintaining children with special needs as members of their own families and, from this point of view, it is crucial that the principle of normalization should be complied with.
Finally, the target of special education is to create the necessary environment for good social and professional integration of the person (in this case a child) with special needs.
